Is the Title stamp just like the title tag except you can give it to someone?

The reason why it's more expensive is probably because you're giving someone else the title and that title will appear on their posts and profile. Usually it's only admins and the actual person that have the authority to change someone else's rank titles. Hope that explains it.

HIS title is changed because sarah and myself changed it, and we can since we are staff. All the title options in the shop are for the title above your name, not the one that shows your status.

Well, I'm not 100% sure but Title tag and stamp probably replace the green mod title below your name, as well as the text below it. Which one did you use to get 'Flow By' above your name?
you guys, please read the responses to this before repeating yourself. ALL title options in the shop will edit the one ABOVE your name. You cannot buy anything that will change your rank and rank image, as these are set by the forum based on your progress in the forums. The only exception to that are special ranks such as Moderator or in the specific case, "Sarahs Bitch" which were created by the staff, and assigned by them as well. Only staff can change ranks, and only for those at a level lower than themselves. For instance, no one can change Kris' rank, since he is the founder and the highest level here on the forums. We are not looking for new ranks, or rank images at this time, as the ones we have suit the need. New specialty ranks are only made for certain circumstances and as mentioned, can only be done by staff. You have the ability to purchase effects for the title ABOVE YOUR NAME ONLY and they will only show up when purchased AND activated! Please remember to activate the item purchased by choosing it from your inventory. This has caused alot of confusion for people, so be sure you remember that step!
On a side note: As this entire thread has been posted in by moderators, I would expect you to be paying closer attention to posts since the same question has been repeated again and again, and you have been given the answer to this question.
